It sits on the list because starting it means first learning it, and while it waits, it grows. The firm delivers the analysis and stays integrated to keep it true, so the item comes off the desk and stays off.

Regional and local firms carry the same client obligations as national firms, with a state and local function that is frequently one seat or none. Economic nexus turned nearly every multistate client into a sales and use tax client, and that demand has outrun what a general practice can staff for. Positions are taken and documented to survive examination, and the referring firm keeps the relationship.

A foreign company can conclude correctly that its activities fall short of a permanent establishment and still carry filing obligations in a dozen states. The work is establishing where those obligations exist before they compound, and structuring the entry so the state position is defensible.
